 From the Input Output Reference for COMPACT HVAC:SYSTEM:VAV "Heat 
Recovery Type": If heat recovery is specified, then a value must be 
entered in the Minimum Outside Air Flow Rate field, because heat 
recovery equipment is not yet autosizable.

This will be autosizeable in v2.2.
