You will need a pump. But you can set the pressure to something very
small and it won't really use energy.

I want to model a heating system served by district steam, or
"purchased steam". Is it reasonable to define a PURCHASED:HOT WATER
system with NO PUMP for this purpose? Will EPlus balk if there is no
pump?

There are real systems which provide the pumping energy from a central
plant, so this seems reasonable to me.... but I thought I'd ask before
putting in the effort to define the system.
