[EnergyPlus_Support] Weather file sub-hourly input errors

We would like to modify the weather file for subhourly input. The
easiest way to manage the data is to export the EPW as CSV so it can
be modified in Excel, then save as CSV and use Weather.exe to convert
to EPW. I have done this successfully previously, but after modifying
one hour of the file to 10-minute steps, the tool crashes with no
messages in the audit file. Instead, I get a Visual Fortran runtime
error that I can't debug (or can I?).

The errors are in DFORRT.DLL, EPlusWth.dll, Weather.exe, MSVBVM60.DLL.
All are 'unknown' messages except EPlusWth with an error at 434
ProcessWeather.f90. Since I don't have source code, and dont' know
what Weather.exe can't handle, can anyone help? What are the
parameters for required input format beyond that mentioned in the
engineering documentation?
