[EnergyPlus_Support] Re: Const cop chiller

I think that you have specified your chilled water system such that
there is no water flow to the small chiller for the condenser.

Perhaps the condenser pump is too small?  perhaps a splitter is
missing which allows flow to divide between two chillers?
