Lym,
What is the reporting interval that you are using? EnergyPlus averages 
the values (or sum when the report variable is Energy) over the 
reporting interval. So when you have boiler working for a few time steps 
and then be off during the rest of the time, the reported value will be 
a time averaged value. So to check, I would start with reporting the 
values at detailed interval (at system time step)
