This is a known issue which has been fixed in the latest version 2.2. Please 
look at CR Number: 7488 in the file of Addressed_Issues-V2-2-0.htm in the 
same directory of EnergyPlus V2.2. My suggestion is to download the 
EnergyPlus 2.2, then use the transition program to convert the input file 
from version 2.1 to 2.2.
