The maximum is only limited by available technology (or what you think
you might be able to design/build using advanced technology). COP =
Output (W)/Input (W). EER = Output (Btu/hr)/Input (W). A COP of 10 is
equivalent to a heat pump EER of 34 (Watts * 3.413 Btu/hr/Watt) which is
not currently available with todays technology. Your maximum for heat
pump's in E+ should be from 3 (nominal efficiency) to 6 (very very
efficient).
