[EnergyPlus_Support] control using predicted outdoor temperatures



I would like to set up a control strategy in which I turn
equipment or loops on or off or change setpoints based on predicted
outdoor temperatures.  Does anyone know how this can be done in
EnergyPlus?  

Can I use standard controls?  Would I need to use something like the
Energyplus Runtime Language (ERL)?  Can I create a zone in which I
input temperatures (the predicted temps) and control off of that zone?
