[EnergyPlus_Support] Rehat Coils Won't operate for single zone system

Dear E+ Forum,

I'm trying to model a:

1) constant volume air handler with Outdoor air mixer, DX cooling
coil, and Set Point Manager:Warmest
2) serving a Single zone that has a hot water reheat coil
3) using Dual Setpoint with Deadband zone control

Report variables show that:
a) The setpoints are correct
b) the fan operates as expected
c) economizer works properly
d) The DX coil works as expected
e) The reheat coil NEVER operates (yes, it's schedule is "on")

In the same model, I have a multi-zone air handler set up with the
same zone controls, and its reheat coils work well.

Any ideas regarding why the !@$%%^ reheat coils aren't working?

p.s., I'll upload it.  The problem occurs with air handlers 3 and higher
