It seems to me that the best way to model this is to make the 2 zones 
that have the
outlets be return plenums. Return plenums are normally thought of as 
special zone
above the occupied zones, but in EPlus they can be ordinary zones with 
occupants, lights
etc., but with no direct supply air, just air from other zones.
