[EnergyPlus_Support] Chilled water reset while maintaining supply air temp

How does the set-point manager rate in terms of priority?  If the set-
point is scheduled as "dualsetpoint" but the plant is still calling 
for more cooling load will the chiller be called to operate in between 
the upper and lower bounds?  I understand that this is addressed in 
compact HVAC chiller, but I would like to force the reset at no more 
than 4 deg F while maintaining the supply air temp.

I have a combination of component setpoint based control but would 
like the last control scheme to be less than or equal to 4 deg reset 
from the design setpoint.  Will the chiller have unmet cooling loads 
when using dualsetpoint under the setpoint manager?
