There is currently no way to shut-off the condensation shut-off of the low temperature radiant systems. Essentially, if EnergyPlus senses that there will be condensation, it will shut off the radiant system to avoid this as there is no mechanism for calculating what impact that will have. There is also no work around other than specifying an extremely dry climate. The one good bit of news is that changes to the condensation shut-off are planned for this coming year and some of these might potentially be available in the Spring 2009 release.
