Since I suppose your question is not necessarily exclusive to E+, I just 
downloaded some TMY3 files to double check. Sure enough the illuminance 
data are wrong by a factor of 100 for the 2-31 Jan period. The zenith 
luminance data are wrong too, but by a different factor, 10 or so.
