Surface Ext Outdoor Drybulb is the temperature of the air just outside the surface.  It is almost always the same as the outdoor air temperature from the weather file unless you are using a special convection model.
Surface Outside Temperature is the outside surface temperature (for interior walls, this depends on zone the surface is a part of).
Surface Inside Temperature is the inside surface temperature (for interior walls, this will be the outside surface T for the adjacent zone surface)
Then, if you really want to track the heat flow through the assembly, there are other variables to look at.
Remember, E+ has heat flow from surfaces to air only through convection (and surfaces will heat up and radiate to other surfaces longwave and shortwave), and that heat flow is dependent on Surface Ext Air T and Surface Exterior T (or Surface Inside T and Zone T) and the convection coefficient.
