There are example buildings with EnergyPlus (IDFs).  Look under the Example Spreadsheet - Options link (Start -> Programs -> EnergyPlus V 3-0-0).  There are a number of files that start with 'Benchmark ... '.  Click on the 'click on link to open'.  These are complete example files prepared as Benchmark Buildings.  (More information on those Benchmarks is available here:

You can also directly access the example IDFs under C:\EnergyPlusV3-0-0\ExampleFiles  (if you installed in the default directory).

The phase change input file is: CondFD1ZonePurchAirAutoSizeWithPCM.idf
