If you report Sky Temperature in Celsius
SkyTemp=(DryBulb+ TKelvin)* (ESky**.25) -TKelvin
it would be in absolute temperatures (Kelvin): 
Tsky = Tdrybulb * (ESky^0.25)
Isn't it?
What is the origin of that expression? Is it a energy balance?
