Ok,
if I change air handler’s heating mode Off-coil air temperature set point to
57.5F this stops. This may be more a DesignBuilder issue than
EnergyPlus, so I will post on their forums.

manage to make heat generation peak in August in Washington DC with a VAV
system with no reheat and turndown set to minimum of 0.0?
