Did you look at the CoeffConv utility?

"A program to convert DOE-2 temperature dependent curves in
Fahrenheit to EnergyPlus curves in Centigrade. The program converts the
DOE-2 coefficients of biquadratic curve to the eqivalent EPlus
biquadratic curve coefficients".

Available on the Utilities menu of EP-Launch and described in the
AuxiliaryPrograms document.
