Again, if you look at the TMY2 documentation you will see their expected "limits" on these values.  That is what the weather converter is reporting here.

Weather data sets may be different on their limits -- so we did not try to document each one.  But do incorporate those such as TMY2 which are embedded in our conversion.

The illuminance values are not used within EnergyPlus.

You can still include a "def" file with a WMO, for example, to be able to obtain the design conditions (perhaps) for your location.
