Meter output is always in joules.

Zone,Meter,DistrictHeating:HVAC [J]
Zone,Meter,DistrictCooling:HVAC [J]

You may need to go back to Design Builder and get a specific HVAC system
or read up on HVACTemplates in the EnergyPlus documentation.
