EnergyPlus does not calculate nor does it use Extraterrestrial Horizontal Radiation -- whatever is being reported is coming directly from the weather files, if reported at all.

Are you talking about Horizontal IR from Sky?  The details of the calculation, I believe, are in the Auxiliary Programs document as of V4 release.
