I'm talking about Extraterrestrial Horizontal Radiation, not Horizontal IR from Sky. The calculation of Horizontal IR from Sky is well documented...
Extraterrestrial Horizontal Radiation should not be a measured value. I'm wondering how the values in the weather file coming from...
