When we generate weather files, they are built without holiday or daylight saving periods.  Of course, you can add them to the weather file, if desired.

However, you can add your own to your simulation.

Look up the objects:
RunPeriodControl:SpecialDays
RunPeriodControl:DaylightSavingTime

for explanations how to implement this.

In the files area, for this group, there is a folder
Holidays_DST_Datasets

that we set up for subscribers to add their own. 
Only the USA is in there.

DST also shows up for each ASHRAE design condition set.

According to the pdf-file explaining the EPW weather data definition in the headers there should be something to find about the daylights savings periods.
