[EnergyPlus_Support] Daylight Savings Periods



Hello everybody,

today I was looking through the EPW - weatherfiles on http://apps1.eere.energy.gov/buildings/energyplus/cfm/weather_data.cfm. According to the pdf-file explaining the EPW weather data definition in the headers there should be something to find about the daylights savings periods. But in every file I looked into I could only find the following line:"HOLIDAYS/DAYLIGHT SAVINGS,No,0,0,0".
I found it like that also for countries that have daylight savings periods (like Spain). 
So my question is now where's my error in reasoning? Do I understand something wrong?  
And does anybody could post a link to a file where I can see an example of considering DST? 

That would be very kind and would help me to understand the files.
