You will curve fit the normalized steam input (steam input divided by
rated steam input) to the chiller PLR (or chiller output divided by
rated chiller capacity)

I am not sure of your question. The optimum PLR will probably not match
the minimum PLR, and may not match the optimum PLR in the example file.
The example file is just meant to show you how to hook up the chiller
and familiarize you with the input requirements.

The steam input ratio is not correlated to COP, it's correlated to
capacity (cooling output divided by rated cooling output)
