The fluid properties for R-22 are used for the Paramater Estimate WSHP 
coil model.

1) Yes it is a mistake. You can delete them from the ZoneWSHP_wDOAS.idf 
example file. I will correct that example file now.
2) The Equation Fit coil model does not assume a refrigerant type, it 
used performance curve coefficients to calculate capacity and power.
3) Yes, for the equation fit model, you would use manufacturers data and 
generate the coefficients required for the specific WSHP
