I would do it like this:

1 - Install a air handling unit, using an airloopHVAC;
2 - Define in the outdoor air controller that you want 100% fresshair;
3- If you want to integrate the exuaste ventilator into the energy consumpion, define the air handling unit with a exaust ventilatior.
