[EnergyPlus_Support] Rated air volume flow rate for DX cooling coil

Hello,

 

In the EnergyPlus input output reference, there is this statement: The rated air volume flow rate should be between .00004027 m3/s and .00006041 m3/s per watt of rated total cooling capacity (300 to 450 cfm/ton).

 

Is this a rule-of-thumb based on a certain guideline? Where are these figures derived from?
