[EnergyPlus_Support] HVACTemplate:System:PackagedVAV

I am trying to model a Packaged VAV system, and I am using the HVACTemplate:System:PackagedVAV object to do so. I am getting the following warning when the object is expanded:

** Warning ** Output:PreprocessorMessage="ExpandObjects" has the following Warning conditions:
** ~~~ ** Warning: In HVACTemplate:System:PackagedVAV "RTU Packaged VAV" the Heating
** ~~~ ** Coil Design Setpoint is greater than the Cooling Coil Design Setpoint. This
** ~~~ ** may cause the heating coil and cooling coil to operate simultaneously.
** ~~~ ** Check results carefully and adjust controls if needed.

The warning is telling me that I should have my cooling-coil temperature (currently 55*F) warmer that the heating-coil temperature (currently 75*F) so that they don't fight each other. This would be fine if I had a a main heating coil & and reheat coil, but in this case the main heating coil needs to provide all of the heating.

Has anyone run into this issue before? Or, has anyone successfully modeled a packaged VAV system without reheat coils? If so, how do you keep the heating coil and cooling coil from fighting each other?
