According to the version 5.0 Input Output Reference for the "Lights" statement:
Field: Schedule Name
The name of the schedule that modifies the lighting power design level (see next field). The schedule values can be any positive number. The electrical input for lighting in a particular
timestep is the product of the design level and the value of this schedule in that timestep. If the design level is the maximum lighting power input the schedule should contain values between 0.0 and 1.0.
So, fractional schedule values are possible (allowed) for Lights.
But, from what you describe, sounds like you need to use a lighting schedule that is "similar" to your occupancy schedule... but with values that are 1.0 during occupied periods and then drop to 0.0 thirty minutes after there are no people remaining in the zone. You just need to create a separate schedule for this (e.g., using Schedule:Compact or other Schedule* objects)
