You are correct, the outdoor air mixer is integral to the PTAC and a HX cannot be included at this time. Yes, in addition to the PTAC, you can include a ZoneHVAC:EnergyRecoveryVentilator to provide outdoor air using energy recovery to the same zone, however, this is not exactly what you intend to model since the inlet conditions to the PTAC coils will not be affected by the heat exchanger. You can model this using an air loop (AirloopHVAC) with the HX in the outside air system. One air loop per zone will be the same as one PTAC per zone, but with the air loop you can include the HX.
