The 32-bit of Windows dates from 1988-1992, when memory was in megabytes. Many internal structures have what would now be considered very small. All the 64-bit versions of Windows revise those limits.
That was learned at a talk given by Mark Russinovich, author of Windows Internals and the SysInternals library.
