[EnergyPlus_Support] ashrae 90.1, EPACT

Can someone clarifies my doubt about EPACT2005 please

"If the RFP says building shall exceed ASHRAE 90.1., or if it says it shall exceed California title 24 by 30%, do either AHSRAE 90.1 or California Title 24 have any verbiage that says electricity generated by photovoltaic panels on the building can be deducted from the electricity used by the building?  In other words, if the model says the proposed building is better than ASHRAE 90.1 by 13% and photovoltaics generate 17% of the basebuilding's energy use, then is it legitimate according to ASHRAE 90.1 or Title 24 to say that 30% is achieved?  (30%= 13% added to 17%)"
