It sounds to me like you want the AHU fan and CW coil to turn on based on the output of the AvailabilityManager:HIghTemperatureTunOn object. In your file, this will turn on the AHU fan and CW coil when outside air temperature is above a certain value. Now you also want to turn only the fan on at all other times (or other times that you specify) without turning on the coils? If I am understanding this correctly, you want the fan to run all the time and the AHU coil and plant to turn on based on the high temperature turn on manager. You could probably use a scheduled system availability manager to turn on the air loop all the time, and then use the high temperature turn on manager to cycle on the plant when you need it. If the plant is off, the air loop coils are off. If you are using a high temperature turn on manager in both the air loop and the plant, then if you add a scheduled availability manager to the system availability manager LIST for the air loop, this might give you what you want. the high temperature turn on manager will turn on both the AHU and the plant when you want.
