Yes, it is possible but depends on the location of the site, i.e., the local latitude angle of the building site.

The sun has low altitude angle in December and January (the lowest being on December 22).  As the result for south facing vertical surface in January (for a building located in north hemisphere and higher latitude locations) the solar beam incident angle around noon is almost normal to the vertical surface,i.e., the cosine of the incident angle is close to 1.0. Therefore, the solar beam incident in December is expected to greater than that of June for the same surface in a building located in north hemisphere and higher latitude angles (far from equator).

You may compare the values of the "Surface Ext Solar Beam Incident" report variable for a vertical surface in June and January, the largest difference comes from the solar beam incident difference.

Hi there;
I made a simple model that has one zone on nothern hemisphere and I simulated it for 21 June and 21 January design days.For output files Energy Plus calculated surface solar incident. But at the south wall in 21 January, surface solar incident is higher than 21 June. Is that possible?
