A water cool condensor/compressor and DX fan coil unit  satisfy your cooling configuration.  Heating is another coil in the fan coil unit.
 
For a larger capacity system, the water condenser loop can have cooling  tower to recycle the water.

DX coil is the evapolator. Mounted in a fan coil unit in the zone.
 
The condenser is where the heat is removed,  This can be air cooled or water cooled.  This is mounted outside the zone in a plant room, or outdoor.

A litle error found in my post. I want to cool the air in a zone using a DX coil that has a water cooled condensor.
