For the files on the EnergyPlus web site, the year shown in column 1 is the year of the data.  It varies due to different period of records and the methodologies for selecting months.  All the weather data there are 12 months (often from different years).  These are the actual hourly data for the temperature, humidity, wind speed and direction.  (It is rare that solar data are available -- most of the data sets have calculated solar radiation data.)
 
Yes, 0 direction is north, 90 degrees is east.  See the definitions and further discussion in the Auxiliary Programs documentation.
