But the Zhang-Huang algorithm seems to calculate global horizontal solar radiaiton, not diffuse horizontal radiation nor direct horizontal radiation.

Look at the description of the Zhang-Huang algorithm in the Auxiliary Programs document -- it uses cloud cover -- it may be if all your cloud cover data is 0, then it will be all clear sky and no diffuse calculated.
