Dear Jose,
As the message indicates, the airflow through your HX is less than 50% of the nominal flow, probably when your economizer control allow minimum airflow.
The only solution that I know (and can remember) is to:
1. Create an air loop (air handler) with no HX
2. Place add a zone heat exchanger in the zone with constant airflow
This is not a very good solution for most situations! Apparently the HX object has some limitations…
