[EnergyPlus_Support] Internal Loads "Gains"

I have a question about some strange behavior I am seeing. I am currently running the large office building model (post1980) reference building from nrel with a timestep of 60 seconds. I have noticed that when people leave the building and the building equipment throttle back(noon and 5) the cooling energy use instataneously changes. To me it seems there is a lot of lag time and system mass that would occur between someone walking out of the room to the point were the cooling coil on the AHU closes (the closing of the valve this also is instataneous). What exactly is not being modeled here? The cooling output shows a strange staircase type output rather than the smoother curve I would expect.

Any information would be helpful.

Thanks

Michael.
