Thank you for the informatin.
 
The problem is that the IE9 do not have the add-on management as the IE8.  It ask me to add from a web-site, but would not tell me what are already loaded.  I shall try again.

I use Windows 7 with IE8. 

I installed adobe svg viewer add-on to view SVG in IE8 (adobe svg viewer : http://www.adobe.com/svg/viewer/install/) But it is discontinued. I do not know if it works in IE9.

Internet Explorer, up to and including IE8, was the only major browser not to provide native SVG support. Native support became partially available in IE9 (the current version of IE, as of March 2011),[49]including embedding SVG-file into HTML using ?object? tag as well as ?img? tag. IE8 and older require a plug-in to render SVG content. There are a number of plug-ins available to assist, including:

  • Google Chrome Frame from Google can support all web elements supported by WebKit, including SVG 1.0 and partially SVG 1.1.
  • Ssrc SVG Plugin from Savarese Software Research Corporation is a plug-in for rendering SVG in Internet Explorer versions 6, 7, and 8 on Windows XPServer 2003VistaServer 2008, and 7. In addition, the plug-in enables Internet Explorer to load Mozilla XUL applications.[57]
  • BitFlash, an SVG viewer intended for mobile devices, which can be installed as an IE plugin
  • Ikivo, an SVG viewer intended for mobile devices, which can be installed as an IE plugin
  • Adobe SVG Viewer from Adobe Systems plugin supports most of SVG 1.0/1.1. Zooming and panning of the image are also supported to enable viewing of any area of the SVG lying outside the visible area of its containing window, but scrolling is not supported. Adobe SVG Viewer is available for download from Adobe Systems free of charge.[60] However, on 1 January 2009, Adobe Systems discontinued support for Adobe SVG Viewer.[61]

Ample SDK Open-Source _javascript_ GUI Framework provides partial support for SVG 1.1, SMIL, DOM and style scripting in Internet Explorer (5.5 - 8.0) too. It is not dependent on any plugins and relies on presence of alternative Vector Graphics format VML in Internet Explorer.

Have you tried opening the svg using Windows7 with IE9.  It can display the source file but not to plot the diagram using xml format.
 
I do not know the reason why. I cannot uninstall IE9 and  load back the IE8 on Window7.  I do not want to do a  forced deletion of the IE9 files, as it may cause other problems with the register entries.
 
My VISTA IE8 can view the svg diagram.
 
By the way, .svg is the HVAC diagram.  .bnd is not a drawing file, although it has all the information to draw the HVAC diagram.
