I have seen the same thing happen when the terminal unit is a 4-pipe fan coil. I'm not sure if it happens with other systems. I believe it is the subject of a bug-fix for the next round of Energy+.
I have also found that the hourly results reporting for loop loads is a little misleading. The hourly loop loads seem to be based on the difference between the loop setpoint temperature and the current temperature, and not the actual heat transferred by the loop.
