Look at

HVACTemplate:Plant:MixedWaterLoop

In the documentation. As I read it the using a variable flow with intermittent operation should do what you want with bypass only occurring when minimum pump flow exceeds demand.

All,

I am trying to develop an energy efficiency measure for water source
heat pump system. This one involves the installation of VFD on the main
circulation pump which will reduce the flow rate of the water when there
is no call for cooling or heating from the heat pumps.
