[EnergyPlus_Support] Suggestion for simple alternative to EnergyPlus EMS custom solution

Looking for a simpler solution to implement a custom heating/cooling strategy in EnergyPlus than through EMS

How would you recommend customizing the HVAC control to allow implementation of a custom heating and cooling strategy.  For example we would like to use the weather forecast and predictive modeling to optimize energy use.  Currently we are modifying the setpoints in the IDF file but this only lets us configure setting for what we see as a passive thermostat control object.

I ran across the [EMS Application Guide: http://apps1.eere.energy.gov/buildings/energyplus/pdfs/ems_application_guide.pdf] and it looks like we would need to create a custom software application to implement a custom heating/cooling strategy.  Is there a less invasive / simpler way to accomplish the same goal?  If not could you point us to a sample EMS application, preferably one that implements an active heating/cooling strategy.
