FYI all -- this is the answer we gave this person from the
helpdesk:

EMS is the only system available in EnergyPlus for customizing HVAC
controls. Please see the EMS application guide which includes discussion
of many examples with increasing levels of complexity.

Right now there is not a way for EMS to look forward in time at future
weather file data, so your weather forecast information may be tricky to
input and would probably need to be input separately with schedule files.
