I have gotten the same result when attempting to model waterside economizer as well. I think the fan energy needed to reject the heat necessary to get the condenser water temperature low enough to operate in waterside economizer mode may outweigh the cooling energy savings found by using WSE. Sorry to say that I can't help the issue, but I can confirm finding the same result and would also like to find out how anyone was able to show differently.
