[EnergyPlus_Support] weather file

Hi 
I want to use weather data of Kocaeli Turkey. But when I load it, Sizing Period: Design day and Runperiodcontrol parts seem empty. When I load the other files of, for example; Ýstanbul, Ýzmir, Diyarbakýr, etc. the parts  that I mentioned before are filled. What do I have to do to make Kocaeli weather file to act as others?
