You don't change the temperatures, you increase the capacity.

  DistrictCooling,
    Purchased Cooling,       !- Name
    Purchased Cooling Inlet Node,  !- Chilled Water Inlet Node Name
    Purchased Cooling Outlet Node,  !- Chilled Water Outlet Node Name
    100000;                  !- Nominal Capacity {W}

You can see how this object is operating by including these report variables (rdd file) in your input file.

Output:Variable,Purchased Cooling Inlet Node,System Node Temp,Hourly;
Output:Variable,Purchased Cooling Outlet Node,System Node Temp,Hourly;
Output:Variable,Purchased Cooling Outlet Node,System Node MassFlowRate,Hourly;

After the simulation, open the results file (csv file)

The model says that the inlet cold water temperature(Actuator temp) is higher than Sensed temperature. In the idf file i am not able to locate where to change these temperatures..

** ~~~ ** water temperature (controller actuator temperature) should be below the setpoint temperature
** ~~~ ** Note: Hot water coils should be normal action and the entering hot
** ~~~ ** water temperature (controller actuator temperature) should be above the setpoint temperature
