I think that, as usual, you are stretching E+ to its limits and beyond. This, of course, is my opinion knowing essentially nothing about your project J. Further opinion:
· I suspect that the parking garage is normally warmer than outdoors, perhaps by 10C or more, because it is sheltered from wind and is below grade. This will cause energy transfer to be smaller than a true exterior surface.
· Because I also think E+ was not intended for this unusual situation, and it is probably a small influence overall, I would define the floor as if it were in contact with the ground and call it “good enough”.
