A schedule is just an array of values with respect to time. Schedules can be set up in different ways, for example you could set up a schedule quite easily using the "compact schedule" description to return a value of 1 for all timesteps of the simulation with the exception of night times, weekends and holidays. Check the io reference guide on how to use the "compact" description.
EMS can be used to overwrite the set schedule value before execution, based on the values of other variables, but is usually for exceptional cases.
In v7 of e+, the AvailibilityManagers (which do the same thing) have been given greater scope and power and need no special coding.
Don't forget that schedules are used by different objects in different ways, e.g. a outdoor air schedule field in a ventilation control object may need a schedule with values reflecting the fraction of the maximum outdoor air ventilation rate, and the fan of the same system will require a schedule of 1 or 0 with respect to time for when it is allowed to turn on. You may choose 1 for all values which means the fan is programmed to be always on, then use an Availibility Manager to force the fan off depending on other variables like outdoor temp or zone humidity.
If you want to model the building BMS in e+, get a good handle on how to use and minipulate the schedules which are used by the various schedule fields in e+ objects, and use the EMS when you hit a limitation in the available objects.
Understand how your BMS logic is used to monitor sensors and actuate changers.
